NIC PURNIA - PAVING WAY FOR TOMORROW National Informatics Centre, District Unit, Purnia has come into being in the year 1989. It is one of the oldest district centres of NIC. Situated along the border of West Bangal & Nepal, Purnia district itself deserves the status of one of the oldest district in Bihar. During 1989-90, just after its beginning, the centre got one of major task relating with Government Revenue transaction . Yes, believe it or not , the computerisation of Treasury Purnia took place during that period only . Initially treasury advises had been made in NIC Centre itself as then Treasury Purnia did not carry its own computer centre . The software, which also incorporated accounting of treasury , had been made locally by NIC . The then collector of Purnia Mr. R.S.Sharma, IAS, known as IT Man of Bihar , did his best to spread IT culture in the administrative setup well from beginning and knowledge to work with a computer had been made compulsory for all head of offices. Hence tradition to organise training programs have become our habits since our inception. This good sense is still prevailing as we organise special training programme for Officers/staffs of all departments time to time. Four assistants who are working with our team have been trained in such a way that they may face any challenge to meet any works including Network related works without getting any assistance of DIO. This sentiments have helped to create competitive environment among rest of official assistants of our district to upgrade their knowledge and hence work more & more on computers The outcome of this mood have resulted complete computerisation of Treasury using their own manpower . The other major achievement of this culture may further be mentioned as Office of General Provident Fund , Purnia & Sales Tax Office , Purnia are heading towards complete computerisation using the manpower of user ends . The District Transport Department , Purnia have also been devised with computer setup since long and work is well managed by assistant of District Collectorate under the supervision of DIO. As the time passed out & IT culture started to boom every field, the district centre of NIC Purnia also could not be left out of gear hence resulting the installation of the largest Network of Asia termed as NICNET and thus two fold communication started using C-Band antenna via satellite. At the same time work culture and type of work had been changed and concept of DBMS have been put on top. The election database have proved very useful for local administration. The two-way communication also helped to pass out mails to user department in no time. The installation of Direct-PC & later FTDMA added a new dimension to meet needs of user department. Thus the use of INTERNET using most reliable satellite link have given a new birth to NIC Purnia. The local administration have left with no option then to use the power of computation & communication to make active participation of the district in World Wide Web incorporating in-outs of the district for other Net user. This web site is an example of consensus of the mood of People of Purnia district. No doubt, extension of IT culture in different folds of day to day life have also increased inputs to NIC Centre and to meet our requirements in terms of volume of works , we become the first district of the state of Bihar to whom a separate building measuring about 1600 sq.ft. have been allocated in the premises of Collectorate using the local fund. Right now National Informatics Centre, District Unit, Purnia (Bihar) have become the most valuable central Government Office for the District Administration and many more new projects have been taken under consideration which may be implemented by the end of this year. To keep our heads up, we have been awarded in many occasions by the local administrations. Our approach to widen IT fields has also been appreciated by Head of State of NIC. Time is not far away, when the NIC District Unit, Purnia may set an example in the state of Bihar in terms of spreading IT culture & IT related jobs.
